He is Hanza's replacement, Third Division Lieutenant Izuru Kira's rival, Kumoi's unofficial "apprentice," and was the main antagonist during the second half of the Captain Amagai arc.

Makoto bears a strong resemblance to the Arrancar Szayel Aporro Granz, but with brown hair and a calm, collected personality. He wears the standard Shinigami uniform with a purple sweater underneath and purple-rimmed glasses.

While he outwardly appears friendly towards his subordinates, he is highly intolerant towards failure, calling those who fall in battle "trash." Similar to the arrancar Ulquiorra Schiffer.

His Zanpakutō is Reppū (烈風; literally "gale"), and is released with the command "rage violently" (荒れ狂え, are kurue). In its Shikai form, it is a large, three-bladed weapon, which he can telekinetically control, allowing him to attack enemies from any direction.

His glasses appear to be a data gathering device. On several occasions, Kibune comments on how Kira Izuru is unworthy to be a lieutenant since he was unable to prevent his captain's betrayal, and is obviously jealous of Izuru's position since he believes himself to be superior in strength and technique. While in soul reaper academy, Kibune was held back a year for reasons he didn't understand, despite being at the top of his class. The reasons for that would become apparent as time went on, as Kibune had a severe ego problem and believed that the reason that his squadmates didn't like him was because of their jealousy of his so-called natural skill and strength.

In battle, Kibune saw no problem with cutting down an ally in order to kill a hollow, even if the hollow would have been killed anyway. His belief was that soul reapers who were weak were unworthy to live, and justified killing several soul reapers this way. Because of his disregard for the lives of his squadmates, he was sentenced to join a expeditionary force under the command of Shuusuke Amagai. His thirst for power and recognition eventually draws the attention of Kumoi, who gives him a bakotou.
