Hyoh is the Second Rashō. He is a descendant of the main Hokuto bloodline and Kenshiro's true older brother. After being separated from Ken as a child, his memories were sealed away by Jukei, the scar on his forehead being the result of this. Hyoh was favored by Jukei over Kaioh due to his bloodline, but plays a subordinate role to Kaioh in the present. (Source: Wikipedia)
