Hachiroh Tohbe is a senior instructor within the Kerberos Academy Training School. He once trained both Kazuki Fuse and Atsushi Henmi. Tohbe's secretly number 2 within the Jin-Roh hierarchy and the immediate superior to Kazuki Fuse. He appears in Kerberos Panzer Cop Part Two.
