Dr. Flanagan was a doctor from the Zeon's Flanagan Institute, which specialized in Newtypes. He assists in the development of and research on the Elmeth, as well as Lalah and her usage of it.

This character had a different appearance in the original TV series. The main character designer Yoshikazu Yasuhiko redesigned him for the movie trilogy and that version has been used ever since.
