Chihaya Hagiwara is an assistant inspector from the police department of Kanagawa Prefecture and the older sister of Kenji Hagiwara, who passed away before the plot of the manga started. She was mentioned in five fan questions from Wild Police Story before getting a proper introduction in File 1073 of Detective Conan.
