Shunya is the Chief of Staff of the Kyushino District administration bureau "Misakioku." He is subordinate to Yamamoto. Although he is a bureaucrat employed by the Ministry of Foreign Affairs, he was transferred to an administration bureau at the order of his superiors. After receiving a mysterious alert at Misakioku and contacting Ootaki Factory, he became wrapped up in the fight against Godzilla.
