The section chief of the organization under the Ministry of Health and Welfare known as the Super Population Research Laboratory, or the Superhuman Bureau. He plans strategy and oversees operations, and his first priority is to protect “superhumans” who are easily misunderstood by the rest of society. He has many sources of information starting with Prof. Magotake Hitoyoshi, Jiro's adoptive parent, and is extremely knowledgeable about the bloodlines and origins of superhumans. Not even the staff of the Bureau know his background.
