Tsukumo was arrested for trespassing and, after breaking out of previous prisons, was sent to Nanba. He was originally placed in Building 13, Cell 13, but was later transferred to Cell 11.

Tsukumo claims to be a shinobi, though his skills are lacking. He is later revealed to be a high-profile actor who was born into a shinobi village. His parents had vanished when he was young. Disillusioned with his acting career, Tsukumo was determined to return to his village, but became lost and wandered onto private property.

Despite protests from his manager, Hanzou Hattori, Tsukumo has decided to continue his sentence within Nanba.
